External Hard Drive Not Detected/Functioning

Just built a new system using

motherboard: M3A78
psu: 400watt antecedent high current
ex. HD: HP 750gb pd750a
also tried ex HD: Toshiba 500gb walmart

Everything works great all USB's sound video etc. but for some reason my external hard drive will not. Sometimes it tries installing drivers sometimes nothing happens. have tried all ports front and back and it does work on other computers that I tested minutes ago. in USB 2.0 ports
I am beliving this is because the motherboard can't supply enough power to the drive.

 
Solution
Attach it to a USB port and then look into Windows disk management to see if it shows up in there. If so, and you right click on it, can you assign or change the drive letter?
