Custom build wont beep and not bios menu

i was helping my sister build a computer and we ran into this problem while building. I had seen on another thread that it could be an insufficient power issue but i didn't want to go out and buy a new power supply only to find out it is something else. I currently have a 430watt power supply. I checked online to see it the motherboard power requirements but i'm at a loss. here is what i have

- ASRock B85 Pro4 LGA 1150 Intel B85 HDMI SATA 6Gb/s USB 3.0 ATX Intel Motherboard
- Intel Core i5-4430 Haswell 3.0GHz LGA 1150 84W Quad-Core Desktop Processor Intel HD Graphics BX80646I54430
- ASUS GTX660-DC2O-2GD5 GeForce GTX 660 2GB 192-bit GDDR5 PCI Express 3.0 x16 HDCP Ready SLI Support Video Card
- Thermaltake TR2 W0070 430W ATX12V v2.3 Power Supply

Update:
i used the power supply from my computer which is 700w and still no difference, until i pulled out the GPU. there was still not beep but the bios menu was there on startup. don't know what to do from here though.

While that PSU might seem a bit small, with 35A on the 12V rail it should work fine as long as you don't add another video card or something.

Do you get anything at all -- any lights on the motherboard or fans spinning?

Double check all of your connections, especially the power to the 12VATX and GPU. And make sure that all components are well seated.

Yep all the fans spool up and the motherboard and graphics card light up, but there is no bios startup, well nothing at all on the monitor and no beep. i have installed the speaker and double checked that it is the right way.

I would start by removing the graphic card and instead use the on board video. Then reseat your memory sticks. Then disconnect the ATX12V power connector next to the CPU and reconnect it.

Next check and be sure that the power button wires are attached to the correct two header pins.

If still nothing, I would pull it all out and build it on a sheet of cardboard on a desktop to rule out a short.
