Slow HDD is recent build

Last week I built my brother a computer. It runs fine, other than boot and other operations that rely heavily on the HDD. I ran Crystaldiskmark on it, and it showed the read at about 30 mb/s and write at 50 mb/s, extremely slow for any modern drive. I've already tried switching around sata ports to no success. The motherboard is a Gigabyte GA-78LMT-USB3 paired with an FX 4100 and 8GB of DDR3 1333 RAM. I'd like to figure out the cause of this, and all the possible solutions. Thanks.

yeah, somethings very wrong.
What mode is the sata ports set to in the bios, IDE/compatability, ahci, or raid ?

Have you run error checking on the drive with both options enabled?
if so what were the results?

Well, I ran a chkdsk and it returned no errors. I tested the drive in my system and it had significantly higher results, read speed of 120 mb/s and write speed of 115 mb/s. I also tested the sata cables and they are fine (for Sata II) as well. I'm starting to wonder if it's a controller issue, or possibly even Windows. I just formatted and reinstalled Windows, so I'll run crystaldiskmark once I get it up and running. Thanks for any help thus far.
