Blank Windows 7 Installation Freezes on Installation with BSOD

Hello, this is my first posting on Tom's because usually I can find whatever is wrong in a thread already on here. I recently built a new computer for my parents and went to put Windows 7 on it when after setup loads the windows files, it freezes on the start up graphic and goes to the BSOD with the PFN_LIST_CORRUPT error message. I have had this error message before and found it to be corrupted memory and everything I read seemed to state it was a memory issue as well. I started switching sticks around and finally got it to boot and install with 2 sticks in slots 3&4. I ordered a replacement memory package and got the exact same error message when I put the new memory in that I had before when I tried to boot the computer. I assumed this was the DIMM bank which was a mistake and ordered a replacement motherboard. I am still getting the same error messages now and it will not boot at all with a new motherboard and new memory so everything I read or thought I knew was wrong. I know this is a tired issue but I feel like I am overlooking some rudimentary mistake. I have done the following things to remedy this situation:

1. Replaced memory and motherboard.
2. Switched SATA ports to 1&2 and tried switching to IDE mode etc
3. Tried booting with no USB devices or having them turned off in the BIOS.
4. Tried booting in safe mode after the installation was successful but would not run
5. Completely reinstalled all hardware, cleaned the processor thermal paste, checked cables, etc

The computer installed with memory in slots 3&4, then with new memory and a new motherboard, back to the same error. Everything I have read has made this to be a memory issue when it is a blank installation. I know I am making some stupid mistake but I cannot figure out what it is.

The SSD is new and I have not checked the BIOS version as I was able to install W7 just fine once I switched memory around. Would the BIOS version prohibit it from running with full memory and lock up in the system start up?
