Sabertooth P67 - PCI slot 1 dead; PCI slot 2 unrecognized

I'm having a problem with either my motherboard, my video card(s), or both. First, my computer:

Intel 2500k
Asus Sabertooth P67 motherboard
Corsair HX850w power supply
G.Skill 8gb (4x2) 1600mhz ram
Crucial 128mb SSD
Seagate 4tb hdd
(old) HiS Radeon 6950
(new) MSi GTX 760

This computer has served me well for over two years. About two months ago, I turned on my computer one morning and I had massive artifacts during POST and by the time the computer booted into windows, it crashed with a BSoD. Oddly enough, I restarted the computer like 30-40 times (I was desperate) and it actually got into Windows once without artifacts, and after about 5 minutes of use the monitor went black but then popped back with a "The video driver has crashed but Windows has recovered" and the computer actually worked properly. However, the next day it was back to artifacts so I decided to buy a new video card, the GTX 760.

I install the GTX760 and it isn't recognized. No artifacts, but in Windows it just lists a "standard VGA graphics adapter" under Display Adapters. No problem, let's install drivers (this is on a fresh Windows 7 install, btw. No conflicting drivers from the previous 6950). However, when I use GeForce Experience, it says "The graphics driver is not supported" and won't install anything.

On a whim, I decide to throw it in the other PCI slot, that is only 8x and is supposed to be used for Crossfire/SLI. Once or twice, a red light would show near the primary PCI slot indicating a VGA problem (IE no card is plugged in) but after a few restarts, it just decided to work. I used my computer perfectly fine for about 10 days while I was at my friend's house. I was playing video games and watching videos and turning my computer off and on, and everything was 100% fine.

Until I return home. Now, it simply refuses to see the card if it's plugged into the second PCI slot. Every single time I turn on the computer, within 5 seconds the red light will turn on near the primary PCI slot. Windows does actually boot; I can hear it load, there's just simply no video output.

I've checked over all the options I possibly can in the BIOS. There's no onboard video to disable, and I've tried both U3 mode and X1 mode (they control the secondary PCI slot) and I've set it to load PCI before PEG and even PEG before PCI, but nothing has any effect.

I've seated and reseated the video card 40 times. I've tried different power cables. I've done absolutely everything I can think of, but the stupid motherboard refuses to see the card if it's plugged in the second slot. I'm using the computer now with the card in the primary slot, but it only outputs to 1 monitor (I have two), it gives the usual errors when trying to install drivers and the same "standard VGA adapter" in device manager, no games work, and video playback is noticeably choppy. What can I do?

tl;dr How can I force my P67 to look at the second PCI slot for a video card?
