BIOS access key not available on screen. Will not POST or boot!

I recently changed the power supply unit in my home theater PC. Computer will not boot. Won't go past 1st screen. Shows somme bios info (version memory dual channel etc) . Also says F11 for boot menu. F2 to enter bios is no longer there. So I cannot get into BIOS. Can't get past this point. Am using PS2 keyboard and mouse now, but was using Blue tooth keyboard and mouse with old PSU. Any suggestions would be appreciated.

Have tried pressing all possible keys during "boot". No USB Keyboard. Yes PS/2 keyboard has a NumLock Key, but NumLock light does not turn on.

Tried with graphics card (PCIe) and NO other component attached to MB.
With the screen I see I would say that I am not even getting to POST.

Press F11 for boot menu.
