I'm having trouble discerning what the problem is. Hopefully yall can help. I've found this only occurs around lots of other players, like in towns and FATES. I've also found that manually setting my fan speed to 80-90% with MSI Afterburner reduces these occurrences but temperatures don't seem to be outside of normal range as far as I know, so I'm not sure why that is.

I normally play on Standard Desktop settings with a few things turned up to keep me at 60 FPS most of the time but I turned everything up to maximum and went to the most crowded place I could think of to take the following screenshots.

The cpu seems to be throttling itself for some reason. (notice the 4200mhz then the drop down to 1400mhz when the lag occurs)

Have you checked for bios updates or is it possible to increase your temperature target in the bios?

Your VID also drops dramatically. I think 1.4 is a high for that proc. I've googled it and people said 1.25 is about right. I'd try that, or 1.3.
Looks like your CPU is holding you back, the fact that this happens in highly populated places leads me to that. Most MMOs are similar in that they are CPU heavy and even with the best CPU you probably won't keep a steady 60 fps just because of the way the game is designed.

I know the game is relatively new so maybe updates in the future will improve performance. I would say if your running fine outside cities where you spend most of your time I wouldn't worry about it. You can always bump your processor up though the 4170 is on the lower end for gaming.

+1 good catch, didn't even bother to look at the frequency when I was looking at it. That is definitely the problem, make sure you don't have any power saving software running. I used to have an Asus motherboard which came with some software which would constantly interfere with my games by throttling my CPU mid-game.

That's basically what they said on Reddit too, so I'm glad I got confirmation. I don't really know how to fix it but I know how to google and now that I know what to google, I'll give it a shot. Thanks guys!

Wanted to let people know for posterity that going into BIOS, disabling auto CPU voltage, and setting it manually to 1.3 fixed my issue. I'm at 99% GPU load now with no FPS drops and the game looks great. Thanks all!
