Amd fx 8350 causing ping spikes on CS:GO and TF2

i have had this problem with my amd fx 8350 now since i installed it around 3 months ago. before the 8350 i had an fx 4100 it was completely fine no ping spikes at all. i have done research on this problem but have found no fixes. i do get high temps when playing csgo the highest Ive seen is 66*c i have been using core temp too check these temps on TF2 i hit around 60*c.
i have tired taking the heat-sink off and adding brand new thermal paste to the chip (artic silver thermal paste) only a small amount and put the heat-sink back on made sure it was secure and inserted properly.
i dont get ping spikes on any other game but these two i play dota 2 Medal of Honor left 4 dead 2 and they are all fine online.

There was this one time where i seen the CPU usage and all 8 cores being 100% used when i alt+tabbed out of CSGO but i haven't been able to get a screen shot off it happening as i have never seen it do it again but i assume the cpu usage goes down alot when the game is alt tabbed and it updates to quickly for me too see.

any help would be nice i have also ran scans for viruses using avg which came up clear and i have uninstalled it as i hate anti virus software. another note i haven't fully updated windows because its buggy and wont let me instal them and the bios has been fully updated using a usb pen and flashing the bios.

Amd fx 8350 clocked at 4.0ghz no turbo enabled
Motherboard: asus m5a78l-usb3
GPU: Nvidia geforce 550ti 1gb vram asus edition
Ram: Kingston 2x4gb clocked at 1333mhz
PSU: 400w
Windows 7 home premium 64bit

please help as i love both of these games and wish to play them again without problems.

the power supply is a casecom ATX400w 10A/5A that's what it says on the side of the actual PSU
