CPU shuts down after a few seconds

What are some reasons a CPU fan will power up for a few seconds and then shut down?

Im attempting to build my first computer and I keep running into this problem. I thought at first it was because my PSU only had a four pin connection for what needed eight pins (the atx 12v cpu fan hook up) but I just got an adaptor for it and the CPU fan still seems to be shutting off after a few seconds. The hdd, gpu fan, misc fans, dvd rom and front panel lights all continue to run. It's the the CPU fan the shuts off.

This is my build
Motherboard: Gigabyte GA-F2A85X-D3H
CPU: X4 750K
GPU: HD 5830
PSU: hec HP585D 585W ATX12V

I don't know how relevant it is but thought I might also add the my hdd light blinks in a pattern when I attempt to power on the computer.

I know it is but I had it lying around before I bought the parts for this computer and it seemed to have enough power to use it for this build so i thought I'd be able to use it. It has one six pin connector for the GPU but I used an adapter for the second six pin connection. I've tried powering the computer up with and without the GPU plugged in and both times yielded the same result.

The PSU is cheap but brand new (I bought it for my previous computer thinking my old PSU was bad and that didn't seem to be the problem so this one has never been used). How could the heatsink be installed poorly? There seemed to be only one way to lock it into place.

Could the plastic be on top of the processor instead of on the bottom of the heat sink because the heatsink came with the thermal paste on it already so there was no plastic to take off.

Would the PSU be able to power the system without the card hooked up though?

Dang, was hoping I could save the 80 bucks but that doesn't seem to be the case. Ah well. I really appreciate the help since, as Im sure you've noticed, I don't really know what I'm doing here.

So I got my new PSU today, the one Logain recommended, and the same problem persists.

I hate to ask this cause I'm going to feel like a real moron if this is the problem buuut did I need to lock this processor into place with the little metal bar on the side of the CPU socket?
