CD ROM problem when reinstalling windows 95

We formated the hard drive on an old Packard Bell. We put in the Restore and Recovery Disk in the A: drive. It was rolling information and stated that

Is it possible you can summarize what is scrolling on the screen during startup before the error? If the disk does what I think it does (start a limited DOS session, starts a CD driver with necessary DOS extensions, then starts a program on the CD), you should see initialization information for a CD driver.
