  1. Maybe radeon 7770, that's all I'd recommend.
  2. The best cards your vs450w psu can support might be a 7850 or GTX660ti.

The better the card, the better your fps or eye candy, regardless of the cpu.

That's incorrect. If the CPU bottlenecks then settings will be unable to increase. Buying a GPU that will certainly be bottlenecked will be a waste of money.
  4. To prove to yourself that your cpu can do better with a stronger graphics card, run this test:
Run your games, but lower your resolution and eye candy.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

This post is relevant once someone has a GPU. I have experience with this issue: I run an Athlon II x2 270 clocked at 4.08Ghz. This is probably better then the CPU of the OP. I have a GTX 650 Ti Boost, a midrange GPU nearly on par with the radeon 7850. Some games I can run perfectly with no problems. However games like planet side, for example, are not runnable on lowest settings. I cannot get over 20fps. This clearly demonstrates a CPU bottleneck. I plan on upgrading my CPU soon so it doesn't matter to me that much. If I wasn't though, I wouldn't have got such a good card. The OP has a weaker CPU then mine. I think a radeon 7770 would be a good fit for them and that CPU. Anything more runs a great risk of bottlenecking on most games.
