This post is relevant once someone has a GPU. I have experience with this issue: I run an Athlon II x2 270 clocked at 4.08Ghz. This is probably better then the CPU of the OP. I have a GTX 650 Ti Boost, a midrange GPU nearly on par with the radeon 7850. Some games I can run perfectly with no problems. However games like planet side, for example, are not runnable on lowest settings. I cannot get over 20fps. This...

That's incorrect. If the CPU bottlenecks then settings will be unable to increase. Buying a GPU that will certainly be bottlenecked will be a waste of money.
 
To prove to yourself that your cpu can do better with a stronger graphics card, run this test:
Run your games, but lower your resolution and eye candy.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

I plan on upgrading my CPU soon so it doesn't matter to me that much. If I wasn't though, I wouldn't have got such a good card. The OP has a weaker CPU then mine. I think a radeon 7770 would be a good fit for them and that CPU. Anything more runs a great risk of bottlenecking on most games.
