I have a bit of a conundrum with my computer. I came home the other day to discover that my computer had died somewhat. I pulled the PSU out suspecting that and tried firing it up with nothing attached (and I mean nothing, I shorted the pins with some wire for a moment.) The fan seemed to turn on fine. From there I plugged the 24-pin connector into the motherboard and the +4 into the CPU and things seemed* to come up fine (*seemed = motherboard light was OK & green, CPU fan came on) when I pressed the power button.
Next I plugged the 6-pin connector into the Graphics card and pressed the power button and got a half-second of fan's spinning and then nothing. I hear a weird but very faint buzz coming from the PSU. I unplugged the GPU and still nothing. Pull the power cord put it back in and fire it up with just the motherboard and CPU and everything's fine again.
A quick check with the multimeter shows a nice 12.25 VDC for the 12-volt rails. Everything I can find online suggests this is an acceptable value.

So, question is, what's my issue? The PSU or the GPU? Is there any way to test without doing the old "Guess one or the other, buy the part and return it you are wrong" method?
It is a 600W PSU Cooler Master
Yes, I know not to mess up the connectors, yes, I know it requires the PCI-e power (see: "6-pin connector"). This isn't my first rodeo, I just hate having to play the "Guess which component and risk a hassle-filled return" game.
