You have it backwards.

A card getting 10 FPS is working harder to render graphics than one getting 100 FPS.

Your not in any danger at all. It caps at 60 with vsync on because your screen refresh rate is 60Hz. You can turn vsync off but it doesn't add anything to the game and you can experience screen tearing which is annoying but not dangerous in any way. You could always get a screen with a higher refresh rate if you want to take advantage of more fps.

Having vsync off makes the gpu work more rendering extra frames. So in this case the gpu rendering more frames does more work. You have it backwards. Having a higher fps is lower response times but that isn't important in fifa.
