Getting poor framerate on Rome II: Total War

I have more than the recommended specs to play this game, and I'm fine during battles. It isn't laggy at all. But whenever I move around the map, or zoom-in on the map the frame-rate has dropped to as low as 6 frames-per-second. Maybe I should adjust the settings on my video card, but I was just curious if anyone else was having issues.

Windows Version: Microsoft Windows 8 (build 9200), 64-bit

Processor: Intel(R) Core(TM) i7-3630QM CPU @ 2.40GHz

Graphics Card: GeForce GT 650M

Total RAM: 7.9 GB

Go to your battery settings and click the high performance option. Then go to Nvidia Control panel and press adjust for best performance. Also make sure the game is running on the Nvidia card and not Intel HD graphics.
