Recommend me a quiet but effective case fan?

Hello, I need recommendations for a 140mm case fan for my NZXT Source 210 case. I want one that is quiet but blows a lot of air for under $20.

Quiet and airflow are opposing characteristics.
SPCR is a good source for quiet computing articles.
Here is a recent roundup of 140mm fans.
I think the Noctua NF-A14 FLX might be a good pick which balances cooling vs. noise.

I think side fans disrupt the natural front to back or bottom to top airflow.
I would pick top.
