I only want bf3 to run on high with 40+ fps... I dont know but i will buy a pc with :
Intel core i3 3.30 ghz
Corsair Vengance 8 gb
Nvidia GT610 2 gb
Intel Dmh1 motherboard
tell my can i run bf3 high or medium or low with what fps? please tell me

You will need a stronger GPU than GT610.

GT630 can not utilize 4GB memory, it is limited on processing power and performance is not a function of how much ram is installed. GT640 1GB card will always perform better than GT630 4GB.
