I need to find the GPO that will set the Autoplay to "Ask me every time" when a user inserts a CD or DVD

Assuming I understand you correctly, I think you're looking for:

Computer Configuration -> Administrative Templates -> Windows Components -> AutoPlay Policies -> "Prevent AutoPlay from remembering user choices"
