New Fully Compatible Custom PC- Cannot Install Windows 7 or 8

Hi all, I have a new custom PC I built recently but I'm using my i3 540 from a while back. Upon installing Windows 7, I get the "windows is loading files" that finishes, then we get to the splash screen(starting windows). The dots appear then it BSODs mostly with no fault indicated or IRQL not less than or equal. It has also a couple of times come up with Bad Pool Header. With Windows 8, it gets to the teal windows logo and it doesn't spin, then just reboots after about 40 seconds. I've tried using USB and using DVD/CD. The ISOs I have used are from digital river with SP1. I do have genuine CD keys from MS Development.

The specs are as follows:

Intel I3 540 CPU @ 3.07GHz
Asus P7H55 motherboard Socket LGA 1156(I know it's old)
Kingston Hyper X genesis DDR3 @1600MHz (2x4GB)
Corsair Cx500 500W PSU
MSI GeForce GTX 670 OC Twin Frozr Power Edition 2048MB GDDR5 PCI-Express Graphics Card
Seagate Barracuda 7200RPM SATA 2.0TB
Zalman CNPS5X Performa CPU Fan
Ezcool K9-720B with 120mm fan LED

The issue is, well, I can't install windows 7, or 8...
I'm trying to install 64-bit but 32-bit doesn't work either. I've literally no clue as to what it is. Sometimes I get the IRQL not less or equal error but not always. Yes, I know this is usually a ram issue but I can edit my profiles, change voltages and speed and the motherboard tells me the ram is fine. It has a red light to indicate if it doesn't work, as tested with ram I know doesn't work. I've ran the diagnostics from Ultimate Boot CD too and nothing appears out of the ordinary, except the ram. With Memtest, it starts and reaches 2% really quickly, then stayed like that for 15 minutes. I have a feeling it crashes each time. If the RAM is at fault I can get it replaced for free but I really don't know why it doesn't work.
I've tried switching to ACHI, IDE and other bios settings. I've cleared CMOS, reset to default etc. The bios is also at it's latest version.
Basically, I've no idea what the fault could be, all parts are new. The only thing I could think of is that it may be the fault of SP1 but why doesn't 8 install?
Any help is greatly appreciated. Thanks in advance.

EDIT 1: Just tried to install Ubuntu. Gets to language select, I can neither run from USB or install to hard disk, because if I choose either, the PC restarts.
 
sounds like one of two things. the first is that there is a bad Bios setting causing the crash. the second is a bad part causing the crash.

the first thing that should be done is make sure your bios settings are correct. then test the ram using Memtest86+.

Thanks for getting back to me. I don't think it's the bios becuase it was at default, followed some guides before and after bios update but that didn't work. I shall run Memtest tonight or tomorrow morning and see what it returns. If it's not the RAM, everything is returnable because it's all new.

this may have been done already but I couldn't see it listed anywhere. Have you tried running the setup with only one stick of RAM (and if that fails running it with only the other stick)?

What hard drive tests have you done on UBCD and what where the results? I've had it once where I've tried to PXE boot to an imaging server to install an OS locally and a dodgy hard drive stopped the setup even though you'd think that it wouldn't have talked to the hard drive yet.

I forgot to mention that haha. Yeah, I've tried 1 RAM at a time, there's 4 ports. I've swapped ports, tried paired and unpaired etc. It didn't help.

I'm going to be 100% honest, I can't remember the name of the test. The descriiption was 'an all in one test' or something like that. I do remember one test which initiated the Seagate test itself. It came out with no errors.
I don't actually no how reassuring that is. Lol.

That's what I mean when I say I followed a few guides, mostly from here who sounded like they had the same problem. Nothing helped at all.

This exact board has no onboard graphics and you get no display when you don't have one installed, so I assume it's working. However, I heard some batches of 670s were bad but I haven't installed an OS. Here it is: http://www.asus.com/Motherboards/P7H55/

 
Remove the graphics card and try to install Windows using the IGP. If you cannot, suspect RAM. If you can, try installing the graphics card and loading its drivers. If that fails, suspect your PSU. As an older Corsair CX, its inferior Samxon capacitors may have derated with age, reducing its capacity below what a GTX670 needs.

When you say IGP, do you mean intergrated graphics? If so, there are none. I did hear some mention some form of luck with a different PSU and so far you're the only source I've heard of that provides a reason. Will try that when possible. (I only have the old 280W PSW and I doubt it's powerful enough. I'll borrow off a friend.) What would you recommend instead, as I was recommended the Corsair lol?

Maybe. Corsair's official website recommends a CX600 but that's with the latest i3. (I have no idea if that makes a difference.)
If I enter my entire system into multiple wattage calculators they all appear in the 430-465W range.
I'll definitely give it a go though.
