Just tried to start up the PC and this is what happened, PSU fan spun for about half a second no other fans span. After pressing the power button once every ten seconds or so the PC tries to does the PSU fan spin thing again. Also the power and HDD LEDs flash as the PSU fan spins. Also the .dmp files from when the PC would turn on indicated a GPU problem however i rma'd and the gpu was fine. Psu corsair cx500 v3 gpu gtx660 mobo z77 g43 msi

Check the PSU first. Easiest way is to try a new one from somewhere (locally would be good, and returnable for refund if it's not the problem). That PSU is not very good to begin with (but it's not terrible).

If it's not the PSU, I'm sure it's the motherboard. I've built hundreds of PCs over the years, and this problem has always been either the PSU or motherboard, except for one time, where it was actually the GPU.

I assume you have tried to boot WITHOUT the graphics card installed?
