usb crashed hard drive no access

no mouse/no keyboard after plugging in an external drive, removed HDD, inserted in another tower, same issue so assuming usb controllers failed as other hardware is recognized.
So how do I plug in that drive as a second or slave to access all files? WxpPro/Optiplexx

Well one might think, but not. The external is a WD150g my book and after it crashed one unit I plugged it into my brothers' old pavillion laptop and it worked fine THERE. The printed material that came with that unit states there is
no software to install but implies that its drivers are on the external and are immediately installed. THAT is the point where my mouse cursor gave me the finger and never worked again. I ponder and have not checked it the HDD ON THAT LAPTOP is also western digital and thus it doesn' balk at it.
In general if you plug in new hardware if your unit does not have the drivers for it at least you get the ol' new hardware notice. NOPE just choked.
I had access briefly to another optiplex so I just swapped the hard drive.(SAME SCENARIO) I suppose this told me it was firmware/controllers and not a hardware short.
Worst of all I do keep back ups ,, but a flash drive containing those back ups overheated and croaked just 1 HOUR earlier. It did so while plugged into another unit. So files I have have been creating and collecting and moving since 2002 are lost on that drive until I learn to do something I have never done before.
It will be a couple weeks maybe before I have a system I can plug that HDD into, so trying to learn what I need to make the recovery.
