BSOD - After new Motherboard, CPU, and RAM

Old desktop, finally decided to upgrade massively- got an i7 4770k and Z87. Can't get into Safe Mode and BIOS doesn't show me any problems that I can see offhand.

My biggest problem is that I don't think my CD/DVD drive is working and I have -no- idea why because it seems to be recognized in the BIOS, but putting a Windows 7 OS disc in, nothing runs- manually telling it to run from BIOS just tries to boot from my HDD, which loops back to system restart.

I'm feeling a little stuck here.

Mobo: Asus Z87 Plus
CPU: i7 4770k
PSU 500W
GPU: gtx 560
RAM: Corsair 1600 8g stick

Any ideas?

Hard drive boot issue try setting the Sata port to IDE to see if you can get in. If the drive was formatted and used in IDE mode when switched to achi mode issues happen. For the drive see if it a cd rom or DVD drive first. The newer widows cd are DVD disks. In the bios on the first page Make sure the cd rom drive the first boot device or use the f boot key at power on. Check that the DVD drive you have on the intel Sata ports not acmedia ports. On another oc use the Microsoft Iso to USB tool to make a bootable USB stick.

IDE took me straight to BIOS- wouldn't even try to load up. It's a combination CD/DVD drive that at least USED to be able to play DVDs...

They're definitely intel SATA ports as confirmed in BIOS (which incidentally recognizes the HDD device I have, which is part of my concern)
