gtx 670 reference or gtx 760 jetstream

what would be the better gpu to buy? a gtx 670 because it is faster but with reference cooling or a 760 but with a better cooling option?

From what I've seen that the gtx 760 is better and will come with more updated features including gpu boost 2.0 which if you set to something semi good like 70-75c will overclock it for you until you hit that target temp, which should give about a 10% more performance over the gtx 670. I would recommend looking at the benchmarks for maybe both at reference clocks ect http://gpuboss.com/gpus/GeForce-GTX-760-vs-GeForce-GTX-670

Just look at the link for both cards as reference cards and then put in the oc potential of a better cooler

i am on a different country so prices for gpu are different, but the brands that i'm talking about are the point of view 670 and palit jetstream 760, also not used to gpu oc'ing as i just started on cpu oc'ing
