Erratic CPU frequency (HELP)

So, I jumped on my pc today and was greeted by a rather odd sight when I opened Core Temp to make sure everything was running smooth.
Oddly enough, in the "Frequency" area it displays anywhere from between 1200mhz and 4200mhz(this being my current oc) It changes almost every second jumping all over the place going from once again, anywhere from (100.00 x 12.0) to (100.00 x 42.0)
Help would be appreciated as I am quite confused by this and am not sure what to do.

Somewhere in t he BIOS is the intel SPEEDSTEP technology, it basically underclocks your CPU to save on power, and heat, when it is not being used. You can try to see if your POWER settings in CONTROL PANEL has changed from what you set it at. If you want to keep it full blown 4.2 MHZ OC even on desktop, disable speedstep and put power option to full power.

Edit: If you have AMD I'm not familiar with those BIOS or what that tech is called.

Thanks a bunch dude, Only took me changing the power options so that minimum processor state is at 100%
Weird thing is I thought I already checked it and it was at 100%
Anyway, seems to be working fine now, cheers.
