Are mobile GPUs just lower binned chips?

Well, as the title says: Are mobile GPUs taken from the pile of GPUs with manufacturing defects that causes their amount of working transistors to be less? Less working transistors = less power, but also less heat generated?

If they are lower binned chips, why are they then not cheaper?

No. Mobile GPUs are specifically designed for laptops to produce less heat and consume less power.

Even though mobile GPUs may share a similar model # as their desktop counterpart, the mobile GPUs are in fact much less powerful. For example, the mobile Radeon HD 7870m is significantly less powerful than the desktop Radeon HD 7870. The mobile Radeon HD 7870m is actually rated slower than a desktop Radeon HD 6790.

You can check out the following link. In the middle column is a list of GPUs ranked by performance. The GPUs in BLACK color fonts are desktop GPUs.
