I don't see why it would be a problem, if the front panel wires get in the way, there is no reason you can't bend them over. As long as you don't bend the pins you should be perfectly fine.

Your tape measure was measuring width, not length, if you could tell us what card you are using that would be a help.

I am using a Radeon GIGABYTE RADEON HD5570 GV-R557OC-1GI OVERCLOCK 1GB PCI-E RETAIL (17.9x13.2x3.8) cm
and i am to buy between Gtx 650 ti boost 2gb (24.1x10.2x3.8) or MSI HD7850 2gb oc (20.2x11.5x3.8).
By the way MSi has year warrant and Gtx650 3 years.
what u suggest?

The 7850 will be a higher performing card at a slightly higher price than the 650ti. if you're worried about clearance then the 7850 is the way to go since it has roughly a 2 cm gain in length and will cause the least amount of change in the system overall.
