My laptop's cpu seems to been overheated

Is this normal? Also, I am using a cooler base and I do not use any program or application. Everything is closed! In house - room temperature is 20 celsius

If you don't know what the temps were before it may have been slowly climbing because of dust buildup. You'll want to see if you can clean out the ventilation with a compressed air can. I would also check the Task Manager (CTRL+SHIFT+ESC) to see if there is a background process straining the CPU. You may even want to run a virus scan in case there's something like that running in the background.

How old is this laptop by the way?

I think it's just general wear and tear on the CPU cooling system. After 3 years, the thermal paste may not be as effective and there is certainly significant dust buildup around the fan. You'd need to at least clean out the dust to improve your temps.
