Okay so in games my FPS reads high, example in league of legends I get 200fps not synced and 60fps synced, My monitor tears badly in 200fps so i use synced version. and the game feels so laggy even though it is at a high fps my character feels laggy it's not smooth?

anyways, I have a hd 7770 with i7 3770k can this be a bottleneck? is it even possible for the cpu to bottleneck gpu or is it the other way around, idk? is it the drivers? I tried 13.1, 13.10

13.4 seems to be the best but its still not 100% smooth i'd say 70% compared to 13.1 which is 20%

Solution
Sounds like you might have input lag, that can be a side effect of using Vsync. Your best option may be to use a program like MSI Afterburner, or RadeonPro to cap your framerate at 60FPS while keeping Vsync off. That should reduce the tearing (though it likely won't completely eliminate it), while dealing with the input lag.

seems to be a good answer are you sure msi afterburner is better than vsync?
