Solution
Your MB is likely the culprit, I have reason to believe it's a 95W TDP board. Your 8320 is a 125W TDP chip. That would cause your CPU to be underclocked by the system because it cannot supply sufficient power to run the CPU.

A few 970 MBs you might want to look at:

Asus M5A97 R2.0 (~$85-90)
Gigabyte 970A-UD3 (~$95-100)
Asrock 970 Extreme4 (~$100-110)

A few 990 MBs you might want to look at:

Asus M5A99X EVO R2.0 (~$110-120)
Asus M5A99FX Pro R2.0 (~$115-125)
Gigabyte 990FXA-UD3 (~$120-130)
Asrock 990FX Extreme3 (~$120-130)

Try going into your BIOS and checking to see if you have it set at a certain speed.

I stand corrected, and apologize for not checking that. Your recommendation was a good one.
