Massive fps drop in games after reformat from 32bit to 64bit

I get like fps drop from 60fps to 2-5fps every five minutes while playing Resident Evil 5 after I upgraded from Windows 7 32bit to Windows 7 64bit. And it stays at 2-5fps until I alt+tab it. When it goes back, it goes back to normal 60fps. Then it fps would suddenly drop again after about 3-5min. It was running fine before I reformat my PC to 64bit. BF3 ran fine at ultra settings at about 30fps without massive fps drop.

Windows 7 Ultimate 64bit
Transcend 4GB DDR3 1333
Palit Geforce GTX 650 (OC'ed at +150 Base Clock, +200 Memory Clock) Driver Ver. 326.80
Intel Core 2 Duo E6300 1.86 GHz (OC at 2.33GHz 1.375V)
Gigabyte G41M-Combo
Corsair CX 500W

Temps are not a problem. CPU and GPU at 28C on idle and GPU @ 50C while running BF3 on ultra. I use 1440x900 resolution.
 
Solution
It is although it may not actaully be in idle, check your processes and look for ones that are using up a particularly large amount of resources. A friendly word of advice though, don't kill System or Windows Explorer.

I don't get cpu usage like that usually when in desktop when no applications open. Highest process is 17,000K. I'd get like only 10-30% cpu usage before. I think i've got malware. lol

Guys its my Generic USB controller causing the stuttering. Unplugging it while playing makes the game run normal again. What could be the problem with my controller? btw I use x360ce

UPDATE: It isn't the controller. I still can play with my controller but I need to move the mouse or press a key in the keyboard in order for the fps drop to be gone. It's like something has gone to "sleep mode" hence the severe fps drop. Pressing a key or moving a mouse restores that something eliminating the fps drop. Problem is what could that be
