How to connect 2 Different Lan without Vpn

In our head office we have 25 systems with the private ip range starts 192.168.1.10 G/w 192.168.1.1 (Router 1) and in our branch office, the private ip range 192.168.2.10 G/w 192.168.2.1 (Router 2). How i connect these two LAN network without using VPN or using free VPN with the same internet connection. Mainly looking to avoid fiber extend from isp because we have only 3 systems in the branch office. Please help me

You can't.

You only have 3 basic methods.

You can run VPN which you don't want to do
You use real internet routable addresses which you likely can't get enough and has security issues anyway.
You use a private network which I assume is your fiber option so you can route private addresses together and tends to be to expensive.
