New 2 sticks of ram that are not working. HELP?

i have recently bought 2 new sticks of ram and my computer is reading all 8 gbs of ram but its is saying that i only have 3.46 of useable ram.. What could be wrong?

You have a 32bit operating system that cannot address the RAM. You need a 64bit O/S to use it all.

Everything i have tried still has the same outcome so mybe i need a new mother board to be able to run 8b of ram?
