If your GPU is slower than your refresh rate, does tearing still occur?

I enable v-sync on all of my games. Due to my 60hz monitor, I am capped at 60FPS. I hate tearing but my PC can handle well over 60FPS. So if I'm thinking about getting a 120hz monitor so I get no caps. Except my PC won't quite reach 120 FPS. If I get a 100 FPS on a 120hz monitor will tearing still occur?

yes tearing can still occur if the graphics card screen update is not synced to the monitors refresh rate, its a myth that bellow the refresh rate has no tearing.

using triple buffering with vertical sync also prevents it frame locking to even divisibles of the max refresh rate.

Could you link me to a video or article that proves that FPS below refresh rate is a myth? Its not that I do not believe you. Its just that more people saying there won't be tearing than people saying there will. The only way I can know the truth is with actual benchmarks and testing. I have to make the best decision before buying a high end monitor. I hope you understand. Thanks.
