So I want to build a computer that has an FX-8350 processor and I would like to know if I will have to buy an after market cooling fan. If so which one will be good enough and not be to expensive?

You don't have to buy an aftermarket cooler if you don't overclock.

Most of us bought the 212 EVO or Xigmatek, because it keeps your CPU cooler, allows you a moderate overclock and runs much quieter.

The stock rig will do the job, it just sounds like a turbo prop aircraft is running inside your case. If that doesn't bother you, and you're not overclocking...then go for it with the stock rig. If being noisy is a big fault for you, or you want to overclock...then spend the $25-30 on a better solution.
You will be ok with the stock one but I always recommend an aftermarket cooler because it will bring temps down and noise. After using an aftermarket cooler you will never want to go back because your machine sounds like a jet engine.

I have used the coolermaster hyper 212 which gets a lot of good reviews and some people recommend the xigmatek gaia, both are inexpensive and work really well.
