Decrypting .txt file

Hello,
I once encrypted a very important .txt file with windows and wrote the password up on paper. But I transferred some time ago the HDD (where the file was) into a new computer and now I can't seem to figure how can I actually open the .txt file with the password I wrote up.
So I'm asking you can I open this file and if so, how?

I agree I didn't state that very clearly, so sorry if it caused misunderstandings.
But anyways, I figured I could just swap the HDD back to my old computer, copy the data and make new .txt file that isn't encrypted.
