H60 Liquid Cooling

Do I need to add water into it? Or it's pre-filled and never needs to be filled?

I got this thing for $35 dollars. Cheaper than a "B." Haha

And for the fan, is it better to use a CoolerMaster SickleMaster or the stock Corsair fan that came with the liquid cooling.

And the fan placement, would I want air blowing towards the radiator or away from it?
 
Solution
It shouldn't need to be (re)filled. The SickleFlow looks like it pushes more air than the stock H60 fan. If I use a single fan, I always put it behind the radiator pushing through, but it doesn't matter too much whether you do that or put the fan on the other side and pull air through.
