Im guessing that the first and second ones have USB 3.0 for to plug into your case. I'll probably go with the second one since I am on a budget, but I might bite the bullet and get the more pricey one. one question, what makes the first one special?

That is correct 1 and 2 have internal plug for front panel USB 3 not the budget solution.
970 and 990 are the same family chipsets and were released at the same time, top of the line boards are 990FX which I would have recommended if you had FX8350.
