Pushing more voltage

How would I make my System 2 Fan push more voltage?
I did go into the "Click BIOS II" and edited the SYS FAN2 Control to value "100%"

I just installed the H60 closed liquid cooling, and I connected my 3 female connector (pump) to the 4 male connector (motherboard), does that still work?

And this video told me I should max the voltage so it can pump more?

The 4pin connector has the control, the 3pin doesn't have any control. But if you plug in your 3pin fan on a mobo, it will usually run at full speed because it doesn't have the 4th pin which is the control. Well, if you have already set the sys fan2 to 100%, then that's already running at full speed
