I think that you can but it would be unplayable. GTA IV needs minimum 4GB to work properly, and Windows 7. Plus GTA IV needs DirectX 10 and maximum you can get is 9 on XP. I think that you don't have 2 CPUs only 2 cores so 2GHz is not enought. Even if you succeed at starting the game, you wouldn't be able to play it at higher FPS than 10-15 (which by anyone's standards is unplayable)
 


It runs fine on XP and only uses direct X 9

The problem is the official minimum and recommended requirements for GTA IV are more or less an outright lie, it's that badly coded that even patched it won't run all that well. I have no idea how they expected acceptable performance out of their official minimum spec. Sadly, the hardware needed to run the game remotely well pretty much didn't exist at the time when it came out. Realistically the requirements for GTA IV probably should look more like this:
Absolute Bare Minimum:
Processor Core 2 Duo 3GHz or Athlon II X2 3.2 GHz
Memory: 2GB
Video Card: 8800GT 512MB
Hard Drive Space 16GB
OS: Windows XP/Vista/7 32 bit

Recommended:
CPU: Second Generation Core i5 at 4.5GHz or AMD FX 8350 at 5.5GHz -yes the game is really that CPU bound
RAM: 8GB
Video Card: GTX 660 2GB or Radeon HD 7870 2GB
18GB Hard Drive Space
OS: Windows Vista/7/8 64 bit.

To get good performance on high settings you have to turn off all the VRAM and memory restrictions in the game, which gets GTA IV to use about 3GB of RAM and 1.5 GB of VRAM.

Worked fine on my intel P4. slight lag (20fps at the least) but nothing serious. I have a 512mb GeForce graphics card (PCI).
