Power Supply input and output?

I have Cooler Master Thunder 450W PSU.what I want to know that is it perpetually producing 450Watts or does it require that much?
I have electricity billing in my mind.

He's referring to a certain level of power efficiency in a PSU. An "80-PLUS" certified PSU meets a certain minimum efficiency rating, then there's 80-plus Bronze a level above that, then Silver another level and Gold above those.

it has a maximum output of 450W but it isn't constantly supplying that amount. but how much it consume from your AC outlet to produce the power needed for your system depend's on its efficiency rating, and how much power your system will need. for example, if its a 80+ bronze one, then it will use somewhere around 200W to produce 160W of DC power.
 
As the above poster said, the rating on the PSU is it's maximum output. What it actually outputs matches what the computer draws, which depends on how efficient your CPU, etc are and how active they are. At idle the PC will draw a small amount but when more active (at load) it will draw more.

There's also efficiency rating of the PSU, which indicates how much energy is wasted inside the PSU. More efficient PSUs waste less, meaning that for a given output they draw less from the wall outlet.

This won't amount to huge savings on a bill either way, which isn't to say it's bad to have efficient tech for other reasons.
