I plan on using this setup to run League of Legends on highest settings. I am going for a low-budget build.

Antec Gaming Series One Black Steel ATX Mid Tower Computer Case

BIOSTAR TA970 AM3+ AMD 970 SATA 6Gb/s USB 3.0 ATX AMD Motherboard with UEFI BIOS

COOLER MASTER GX Series RS650-ACAAD3-US 650W ATX12V v2.31 80 PLUS BRONZE Certified Active PFC Power Supply

AMD FX-6300 Vishera 3.5GHz (4.1GHz Turbo) Socket AM3+ 95W Six-Core Desktop Processor

Kingston HyperX 3K SH103S3/120G 2.5" 120GB SATA III MLC Internal Solid State Drive (SSD) (Stand-Alone Drive)

Team Vulcan 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model TLD38G1600HC9DC01

COOLER MASTER Hyper 212 EVO RR-212E-20PK-R2 Continuous Direct Contact 120mm Sleeve CPU Cooler Compatible with latest Intel ...

I already own a PNY VCGGT2405G5XXB GeForce GT 240 512MB 128-bit GDDR5 PCI Express 2.0 x16 HDCP Ready Video Card.

I also have a SAMSUNG DVD-RW drive.

Will this setup give me above 60 fps in League of Legends on highest settings in 1080p resolution?

If TL;DR, will an AMD FX 6300 and a PNY GeForce GT 240 give me above 60 fps in League of Legends on highest settings in 1080p resolution? I plan on using this build for ranked solo 5v5 in LoL. I don't want to go above $500.
