Stuck At Splash Screen

I have lots of USBs going into my computer all USB slots are occupied and I also have a USB hub so I can get all of my USBs connected. I built this computer about 2 and half months ago it was fine with all USBs occupied but a couple days ago when I turned it on it would get stuck to the splash screen. I unplugged every USB connected then it would load up fine but I have to do this every time I turn on my computer. Any solution? Maybe I need a higher wattage power supply? A USB hub that has a external power supply?

There is a Printer, Keyboard, Mouse, Gaming Capture Device, Network Dongle, Headset, Apple Charger, and External HDD (the ones with two USB connectors to power the HDD) that are connected to my computer. I have 6 USB ports on my computer plus 4 from my USB HUB (http://www.amazon.com/Belkin-USB-2-0-4-Port-Ultra-Mini/dp/B000Q8UAWY/ref=sr_1_3?ie=UTF8&qid=1379176484&sr=8-3&keywords=usb+hub).

That is true I just tested it. So how do I fix it?

I know how to get to the BIOS but not sure how to do what your saying. I have a MSI motherboard by the way if that helps.
