GPU fan or CPU fan are faster when i boot pc?

I build my computer 2 weeks ago and ive noticed everytime i turn it on ... my gpu or cpu fan go faster and louder for a few seconds and then they get quiter again..why is that? i also have good airflow installed 2 more front fans (yesterday, but the other problem always happened)

This happens to me on my secondary lan-box pc and I think it's a default motherboard setting until the components tell the fans to run at a slower speed.
