HW Monitor is not always accurate with every PC, so I would also try a couple of other programs such as coretemp. I've also heard that many AMD chips don't read correctly at low temps. Mine shows 16-18 core temp at idle, which is lower than room temp. I know that's wrong, so I only pay attention when temps rise above 25. But, HWMonitor, Speedfan, and CoreTemp all report the same temps so I know the low temps are the AMD sensors and not the software.
