Slow Transfer Rate

I have two USB 3.0 32GB flash drives that I regularly copy video files to. It doesn't seem to matter if I use a USB 2.0 or 3.0 port on my PC. At first I get fast transfer rates, then when the file gets down to the last 5mb, and looks likes 99.9% done, it will just sit there for 2 - 3 minutes before the transfer is complete.
I'm trying to figure out what is causing this, I have disabled my antivirus in case there was some last second scan, but the problem still exist. Is Win 7 running some kind of virus scan that slowing my x-fer when it reaches the end?

Its called windows lag, it happens to every computer, that is why i dont use the default copier that Microsoft Windows comes with, that's why i use Tera copy (that and its a lot faster at transferring big files)
