unable to play hd mp4

hey guys, i recently installed windows7 on my HP compaq dc5750.. it seems to work fine but when i try to play a video i got from my trip to turkey, it is stuttering and skipping frames.. the video is hd and resolution is 1900*1400 but still i think i should be able to play it.. my graphics card is AMD radeon HD 4650. Weird thing is cpu usage is 100% during playback and gpu usage is only 25%
anyone? help?

Multiple people have had problems with that video card for hd video playback, Sometimes your processor going all the way up to 100% during a video means that your video card is faulty or your card flat out does not support that resolution
