New Rig Chain Rebooting (Maximus VI Hero) (I7)

Hi all, I recently built this rig http://pcpartpicker.com/user/JM24/saved/2iO8 , and I am having an issue with chain rebooting.

I will try and explain this the best I can and describe what I have already tried to trouble shoot this.

After putting the rig together, the first time I booted it up, it turned on, immediately turned off, and turned on again. After that it ran fine. This is the first computer I have built from scratch so I thought this might not be unheard of. I installed windows 8 on the SSD and installed drivers etc. During one of the reboots, for drivers, the problem happened again. Windows 8, seeing that the computer had shutdown incorrectly ran a test and restarted the computer again. This time the the computer got caught in a loop. Basically it powers on, off, on ,off over and over again. The LEDs on the motherboard stay lit up, but the fans and the rest of the case lighting go on, off , on , off.
If I manually power off the machine and try again, some times it will start and sometimes it will start up the loop. I am at a loss here. Here are the things I have already tried.

- From researching the first thing that described my symptoms was a short on the reset or power header. To test this I disconnected those and booted using the "power" button on the Mobo. Still the same issue.

-I took the entire PC apart.

-Checked the motherboard for any signs of damage

- Reinstalled the motherboard making sure it was sitting on the standoffs properly.

- Verified that nothing is touching the mobo that could cause a short.

- Reinstalled the Kraken Liquid cooler and verified it was sitting correctly

- Checked the CPU for bent pins

-Reconnected everything and verified the connections were tight.

-Installed the RAM / HDs/ GPU/ etc and verified they were tight.

-Booted the machine without the GPU

-Placed the RAM in alternate slots and booted the machine.

-Removed one stick of RAM and booted the machine.

-Disconnected many of the non-essential connections from their headers

-Disconnected each HD and tried booting to just one.

-Checked the temps in the BIOS and verified that the CPU wasn't heating up (27C after sitting).

-Checked codes on the MOBO LCD to verify no errors.

- Took out the CMOS Battery while I was rebuilding the machine to reset it.

When it is running it runs fine. The system recognizes the RAM, and when I installed Win 8 the first time this thing was running like a champion. It also never reboots unless it is told to (no random power offs).

The only other thing I can mention that might help is that it is random whether or not it starts up on the initial power up, but it almost always (probably 75 - 80% fails on a reboot).

It almost seems like it is having trouble with this BIOS, but I am way too much of a hardware/ bios newb to understand.

Any help or advice would be greatly appreciated.

It looks to be a BIOS setting that I can't find. It is now givng me an error message "Overclocking failed. please reconfigure system settings". I am not overclocking anything though. Damn this mobo.

Hi Shaun,

I am actually working with the guys at overclocks forums as well. I dropped the voltage a little and forced the correct MHZ (it was reporting 1333 but it is 1600) and so far so good. I will update with more details if that does the trick.
