What Matters More ? MHZ or Latency

I am picking RAM currently and i am noticing an increase in CAS latency as you go higher in the MHZ department but does it really matter ? 1600 mhz at 7 latency or 2133 at 9 latency ?

It's actually a combo of the two, as freq goes up the CL tends to also if looking for performance sticks look for

1600/7 1866/8 2133/9 2400/10

ave is 1600/9 1866/9 2133/10 or 2400/11 - don't get anything at the before freqs that have a higher CL like 1600/10 or 11
