How to power fans/pumps/LED/etc. while computer is off

Can someone tell me how I can go about doing this? If there's a way to do it without having the PSU connected to the mo/bo, then that would be fantastic.

remove the 20/24 pin and the 4/8 pin atx as well as the sata power. then use a paperclip to short any black with the green power cable in the 20/24pin block.
turn the power on on the psu not the pc as its disconnected. any fan connected to the motherboard wont spin up but the 1s connected to the 4 pin molex will.

What if some of the fans use a SATA connector for power? I still have plenty to learn of the electrical side of computers.

i dont think any fan uses sata connectors as there 3-5v as far as im aware and case fans need up to 12v.
