MSI 970A-G43 No display, USB not working

MSI 970A-643
SAPPHIRE RADEON HD7770
Spectek 8GB DDR3-1600 (Ram) x2
AMD FX 6300 (CPU)
Cooler Master Hyper 212 EVO
CMP 350 w/ 500w PSU (Case)

Alright, here's the story: We put it together, it worked, but the stock heatsink we received wasn't cutting it. So, we then bought the 212 EVO. After installing the 212, Problems began to arise. There wasn't any display, and the USB slots didn't seem to work correctly. (No light from Keyboard and mouse.) We assumed it was the MOBO that was the problem, so we returned it and got a new one. After installing everything again, the same problems were there. We tested out just about every component there was to test. (PSU, RAM, Graphics card, etc. Even tried putting the stock heatsink back in.) Right now, our theory is that we installed the 212 EVO poorly twice in a row. We're on the verge of sending the MOBO back again, but we want to make sure that there are no other options.

But what would the CPU have to do with the USBs only half working?
(The mouse will only be detected if plugged halfway in)

I had a similar issue with a Gateway board that I had. Is there a Secure Boot option turned on in the BIOS/UEFI? My system would only use the onboard display but not any PCI-E board I plugged in until I disabled Secure Boot.

I had also replaced the power supply to no avail, but for $18, it wasn't something I feel would be wasted anyway.

But try turning off a Secure Boot option which some video cards won't use (mine was a GTX 650).
