VRAM on GPU doesn't have any boosting. I can almost guarantee that 2 GB 770 will be enough to play BF 4 on ultra even if some websites says 3GB VRAM is recommended. More VRAM is needed for bigger resoliution.
If you don't want to OC go straight with z87 and haswell locked processor. It has about...

Hi. You don't really need aftermarket cooler if you will use CPU at stock speeds.
For GPU you should consider of getting 7970 ( here is bechmark between 770 and 7970 ) , because 2GB VRAM soon will be too less. Of course if you are going to SLI 770 pick 4GB version and be happy for like 3-4 years, but then you have to buy better PSU, more money...

You could always buy an unlocked i5 3570K for the price of the 4670 and then be able to overclock for greater performance, specially if you are planning on going SLI. You can find a great z77 board now for the same price like the http://www.newegg.com/Product/Product.aspx?Item=N82E16813130687

Just an idea, as I think its better to be able to overclock an Ivy than use the Haswell platform stock.

Not true, taken from BF4 website:

Min specs:
Dual core CPU (Intel Core i5 or AMD “Bulldozer”).
At least 2 GB main system memory
Graphics card with at least 256 MB of VRAM and support for DirectX 10
20+ GB of harddrive space
Windows Vista

Recommended specs:
Quad core CPU (Intel Core i5 or i7) at 3 Ghz
4 GB memory (8 GB for 64-bit operating systems)
A modern DX11 graphics card with 1 GB of video memory, GeForce 600 series or Radeon 7000 series
Windows 7 64-bit operating system (Windows 8 is supported as well)
20+ GB of free harddrive space

Edit: Seems on other websites it does say 3gb vRam...
But i think thats excessive, maybe only 10% of the player base has 3gb vram...

Yeah I considered the 7970 as an alternative to the 770, but benchmarks show better performance form the 770. + im quite biased to nvidia. and does the additional RAM have any boosting effect when on a single monitor?

and I dont plan on overclocking in the near future so figured i could go for the small boost in power with the Haswell. But still not sure if the small difference is worth the price difference ...... What do you guys think?

If you don't want to OC go straight with z87 and haswell locked processor. It has about 10-15% perfomance increase. You don't need CPU cooler too if you won't overclock
